Chief Data Officer

Key Responsibilities: Manage the enterprise data and analytics vision, strategy, and associated practices.
Maintain authority and accountability for developing enterprise information assets and analytics to render insights for decision-making.
Lead the development and execution of use cases that support strategic business opportunities and improve resident engagement. Build partnerships with executive leadership—business and technical—to establish the vision for managing and using state data as a business asset; exploit data and analytics capabilities to maximize the value derived from the state’s data assets.
Develop and manage the state’s enterprise data and analytics strategy in collaboration with the CIOs, Chief Data Officers, Chief Strategy and Operating Officers, Chief Technology Officers, CISOs, Chief Privacy Officers, and other C-suite officers and business leads within EOTSS and our partner agencies.

Enable enterprise data priorities through internal and cross-secretariat collaboration
Partner with MassGIS to expand the use of mapping in data and analytics outcomes and reports.
Align with the EOTSS Strategy and Planning team to build strategies, roadmaps and plans, organize activities, and report progress. Conduct regular outreach with Executive Branch agencies; foster relationships with business and IT teams to understand agency needs and associated enterprise opportunities.

Institute an enterprise program for data and analytics modernization.
Serve as the executive program lead for enterprise data modernization; oversee the program implementation team.
Develop and lead a stakeholder engagement and communication strategy that includes executive leadership, agency business and IT leadership, technical and implementation teams, and the public; control messaging on enterprise data and analytics and ensure all agencies possess a shared understanding of data priorities, standards, expectations, and capabilities. Direct the deployment and management of an enterprise platform for cross-agency data integration and systems analysis. Develop the standards for the enterprise in Master Data Management and Data Cataloging. Enable and facilitate the standardization of disparate agency-run data platforms with enterprise standard platforms. Develop and oversee programmatic delivery models, methods, and practices for the creation of data products and to ensure consistent application and use of data and analytics solutions. Ensure compliance with relevant data protection regulations and data governance policies.

Foster the creation of a data-driven culture, related competencies, and data literacy across the enterprise.
Establish and maintain trust in data assets by instituting enterprise data governance policies and practices; develop accuracy and ethical standards for analytics practices, including algorithms used for analysis, analytical applications, and automated decision-making. Oversee and further develop the state’s policy framework and related practices for inter-agency data sharing and integration. Develop an enterprise program for upskilling and continuous learning for data consumers and producers. Assess gaps and develop data and analytics talent to mature capabilities across the enterprise.

Lead research, strategy creation and development of new data products and services.
Expand the organization’s research and analytics offerings, especially in emerging analytical approaches, skills and technologies.
Collaborate with the CTO Office and AI team in the investigation, preparation, adoption, and exploitation of artificial intelligence and other disruptive technologies, focusing on accelerating digital business innovation and transformation. Mature and expand public data offerings and lead innovation in how the public can access and use state data to empower residents, advance transparency, and improve government and commercial services.
